Description Jurrien Toonen, MD, MPH, epidemiologist is a public health specialist focusing on health systems development and health sector reform. He has 20 years of experience in public health, covering various areas of policy development and implementation. Dr Toonen has extensive experience with health reform, particularly integrating cross-cutting issues like gender, community participation, poverty alleviation and environment into general public health activities. He has expertise in the following areas: Health system development: human resource development, health policy development, district systems, integration of vertical programs Institutional development: health reforms, sector wide approaches, partnerships, organisational change, devolution to local governments Public health: health systems research, health information systems, monitoring and evaluation methodology, epidemiology; community involvement, health education Health financing, community financing, essential drugs Dr Toonen has worked at national, intermediate and operational levels and in the public, private and NGO sectors, and in translating global initiatives to country level. His experience covers vastly different health systems in three continents, Latin America, Asia and Africa, and includes long term assignments in Bolivia and Mali. He has evaluated national health plans in several countries - after being involved in sector-wide approaches for health he became progressively more involved in institutional development and overall development cooperation. At present, Dr Toonen is Team Leader of a KIT team to support health system development in the private sector of Bangladesh, coordinator if an multi-organisation team to develop new approaches on M&E in the new architecture, core-group member of the Health Insurance Platform (a task force between Dutch ODA organizations), chair of the health system group of Sharenet (network of Dutch ODA organizations for Sexual & Reproductive Health), coordinator of the different DFID Country Programmes Evaluations, and vice-chair of the Task Force of the Dutch private industry for ODA. | ||
