Abstract
A Thesis submitted to the School of Business, Kwame Nkrumah University of Science and Technology in partial fulfillment of the requirements for the degree of Master of Business Administration on 2008. ix,73p. ill. - The purpose of the study was to assess the effectiveness of financial controls in local administration in Ghana with particular reference to Kumasi Metropolitan Assembly. The research design was quantitative in approach and statistical methods were used to analyse the field data. Both secondary and primary data were used in the study. The main .findings of the study was that the Kumasi Metropolitan Assembly had a variety of financial control measures in existence to guide financial activities at the Assembly. These range from revenue and expenditure controls, budgetary controls, the preparation of financial reports as well as measures to ensure efficient contract and procurement management. A number of challenges were encountered in the implementation of these financial controls measures at the Assembly. However, the negative effects of these challenges were not too debilitating enough to render the existing financial controls at the Assembly completely ineffective. The positive impacts of the financial controls the Kumasi Metropolitan Assembly were found to be above average. There is, however, the need for further improvement in the implementation of the financial control measures at the Assembly. This requires adequate and qualified were motivated human resource personnel, adequate and timely supply of the required logistics, and central government measures to curtail corruption in the private sector. - KNUST |
