Abstract
The earliest provision for the handicapped in Nigeria was made by missionaries followed by support from indigenous voluntary agencies and governmental bodies. More recently the Federal Government has, in principle, assumed responsibility for the education of the handicapped. Although the National Policy on Education (1977 & 1981) calls for provision of special education services for the handicapped, the policy lacks mandatory power which can only be provided by legislation. It will be a step in the right direction if the Government can come up with an order in the form of legislation or decree that will address the needs of the disabled in Nigeria - Department of Special Education University of Jos |
