Abstract
State governance as well as market governance limits paved the way to emerging form of hybrid governance, based on participation and debates. We analyze the experience of the Concertation Platform for Rice and the Rice Information and Monitoring System in Madagascar. Despite several domestic and international crises, domestic market stability has improved and production growth has accelerated. These positive results cannot be directly related to these new devices. But a regular market monitoring all over the country and a more transparent and rational decision process led to set the beginning of public-private partnership on regulation issues, that contributed to stabilize markets. Main limits are the temptation of populist measures in case of crisis, strong asymmetric among actors and the challenge of defining the common interest. |
