Abstract
Environmental protection is one of the issues that have received a sustained world attention since the second half of the last century. This is not strange since humanity was woken up at the revelation that the global environment has undergone such unacceptable degree of degradation over which a swift global reaction was not only necessary but imperative, if survival on earth was still dear to mankind. Subsequently, it is a spark of a long chain of actions that was being witnessed, as one summit of planetary leaders and researchers gave way to another, all seeking the formation of a common front to face pollution and stop the wanton plundering of indispensable natural resources. As of today, a considerable distance has been covered towards that challenge within the framework of sustainable development using all tools, including law and policy. This work sought to inquire how states of the Gulf of Guinea, sitting on particularly sensitive ecosystems have so far played their part in the global struggle, with regional, sub-regional and national actions. The study revealed that the above states embarked vigorously in the protection of their coastal and marine areas, inspite of the sacrifices the exercises entailed for their fragile economies. However, limitations to their noble intention was found to be the poor implementation of plans, strategies, programmes, laws and policies, most of them inadequate which were put in place. This state of affairs actually made a case for their complete overhauling that will culminate in the drawing up of a comprehensive sub-regional legal and institutional framework for the protection of the Gulf of Guinea environment. - A thesis in the FACULTY OF LAW, Submitted to the School of Postgraduate Studies, University of Jos, in partial fulfillment of the Requirements for the award of the degree of DOCTOR OF PHILOSOPHY in INTERNATIONAL LAW AND DIPLOMACY UNIVERSITY OF JOS AUGUST, 2010 |
