Abstract
This thesis examines the influence of international norms on behaviour, specifically the influence of the Responsibility to Protect (RtoP) on NATO's intervention in Libya in 2011. The thesis argues with the use of Legro's theory of 'Norm Robustness' that the RtoP could not have been able to guide the members of the UN Security Council to adopt the Resolutions authorizing action by NATO. A political psychology approach is used to show that the intervention in Libya in 2011 should be understood as a violation of the norm non-intervention rather than a compliance with the emerging norm of the RtoP. |
