Abstract
This study investigated the Dutch comprehensive approach to Sudan between 2005 and 2011 with an emphasis on an extended study of theoretical literature and interviews with the main actors involved in the Dutch comprehensive approach: the Dutch Ministries of Foreign Affairs and Defence, diplomats at the Dutch Embassy in Khartoum, Dutch military personnel serving in the United Nations Mission in Sudan (UNMIS) and representatives from Dutch NGOs, the Sudanese Diaspora in the Netherlands and the business sector. The study focused on the degree of coherence between these actors and how this was perceived. The main question of this study was: To what extent was the Dutch approach to Sudan between 2005 and 2011 a comprehensive approach? This resulted in a broad overview of: 1) The role and meaning of a comprehensive approach in crisis management in fragile states; 2) The comprehensive approach model as an instrument to portray coherence between actors on different levels; 3) The way the Netherlands strived in policy memoranda for a more integrated approach to fragile states in general and Sudan in particular; 4) The Dutch inter-ministerial and civil society organizational structures to achieve more coherence between their different actors; 5) The role and functioning of the different Dutch actors in the Dutch comprehensive approach to Sudan; 6) The critical factors, dilemmas and recommendations that were identified based on experiences from practice. |
